These data identify, in general, the areas of final critical habitat for Marbled murrelet (Brachyramphus marmoratus).
<purpose>Critical habitat constitutes areas considered essential for the conservation of a listed species. These areas provide notice to the public and land managers of the importance of the areas to the conservation of this species. Special protections and/or restrictions are possible in areas where Federal funding, permits, licenses, authorizations, or actions occur or are required.</purpose>

      <procstep>
<procdesc>Combining state data process: 1) Unzipped Oregon and Califonia final Marbled
Murrelet Critical Habitat(MMCH) files sent via email. 2) Reprojected Oregon data from Nad27
to UTM Zone 10 NAD 83. 3) Renamed Oregon data to Or_MMCH_2011_final.shp, and California data
to Ca_MMCH_2011_final.shp. 4) Selected Wa State MMCH data from the MMCH_Final_1996.shp and saved
to Wa_MMCH_2011_final.shp. 5) Deleted donut polygons that are not Critical Habitat, but were in original
1996 layer as CHU = 0 6) Modified data fields to match and follow standard Critical Habitat template.
note: OWNER field for Wa and OR is the previous ownership data from 1996 MMCH OWNER field values for Ca
are also based on the previous ownership from 1996 MMCH (TEALE 1996), but more detailed ownership names
have been provided. 7) Merged data together into one layer called MMCH_2011_final.shp

Oregon Process Step 1: Boundaries compiled from various sources. Non-Federal public ownership was identified
from information maintained by the Oregon State Service Center for GIS and obtained in May 1996. LSR boundaries
are based on data sets acquired in May 1996 from the Bureau of Land Management (BLM) and the Siuslaw and Siskiyou
National Forests, and FEMAT. Private ownership is based on approximate section subdivisions of USGS 1:100,000 scale PLS.

Wa Process Step 1: Boundaries compiled from various sources. Washington LSR data is based on data sets obtained in April 1996
from the Gifford Pinchot, Olympic and Mt Baker National Forests and FEMAT. State ownership is based on Washington Department of
Natural Resources (WDNR) POCA data layer obtained in April 1996. Private ownership is based on approximate section subdivisions of WDNR's POCA layer.

Wa Process Step 2: Converted 1996 data from Nad27 to UTM Zone 10 Nad83. Selected Washington unit data from 1996 Marbled Murrelet Critical Habitat GIS layer
and saved to Wa_MMCH_2011_final. No changes were made to Washington Units in this narrow revision of Critical Habitat.

California Process step 2: Polygons from the 1996 final critical habitat designation were used, with modifications consisting of: Removal of a portion of unit CA-01-d,
removal of a portion of unit CA-01-e, entire removal of unit CA-10-a, removal of a portion of unit CA-11-b, entire removal of unit CA-11-c, and entire removal of unit CA-11-d,
all of which were previously designated critical habitat polygons that were located east of the modified zone 1/zone 2 line describing murrelet habitat and populations. The habitat
in these areas does not contain the physical and biological features in an appropriate quantity and spatial arrangement that is essential for the conservation of the species.

Oregon Process Step 2: Polygons from the 1996 final critical habitat designation were used, with modifications consisting of:
Removal of a portion of unit OR-07-d and removal of a portion of unit OR-07-f. The removed portions of units lie in an area where
extensive surveys have demonstrated marbled murrelets are very unlikely to be found, thus, these areas do not contain the physical
or biological features in an appropriate quantity and spatial arrangement that are essential for the conservation of the species.

California Process Step1: Boundaries compiled from various sources. Non-Federal public ownership was identified using the TEALE Data
Centers ownership layer as of April, 1996. Federal Late Successional Reserve (LSR) areas were identified from data supporting the
Federal publication, FOREST ECOSYSTEM MANAGEMENT: AN ECOLOGICAL, ECONOMIC, AND SOCIAL ASSESSMENT, REPORT OF THE FOREST ECOSYSTEM
MANAGEMENT ASSESSMENT TEAM (FEMAT), dated July, 1993, except for the Klamath National Forest which provided updated information as
of April, 1996. Private lands were identified based upon approximate section subdivision of the public land survey (PLS) as
represented in the US Geological Surveys (USGS) 1:100,000 scale digital PLS layer.</procdesc>
