These data identify, in general, the areas of final critical habitat for Southwestern willow flycatcher (Empidonax traillii extimus).
<purpose>Critical habitat constitutes areas considered essential for the conservation of a listed species. These areas provide notice to the public and land managers of the importance of the areas to the conservation of this species. Special protections and/or restrictions are possible in areas where Federal funding, permits, licenses, authorizations, or actions occur or are required.</purpose>

<procdesc>Imagery: ESRI World Imagery Web Service, 2009 NAIP Natural Color.
Method: Heads-up digital photo interpretation, using ArcGIS 9.3.1. Operating Scale: 1:20,000-1:50,000
Extent Determination: Original potential habitat extent delineations (2004) and current delineations
were based on wetland and riparian vegetation using USFWS wetland and riparian Mapping Standards and
				definitions; Wetland Definition and Classification The Service uses the Cowardin et al. (1979) definition of a wetland;
Classification of Wetlands and Deepwater Habitats of the United States (FWS/OBS – 79/31 December 1979).
This definition is the Federal standard for classifying and mapping wetlands as determined by the Federal Geographic
Data Committee. It is a two-part definition as indicated below: Wetlands are lands transitional between terrestrial
and aquatic systems where the water table is usually at or near the surface or the land is covered by shallow water.
For purposes of this classification wetlands must have one or more of the following three attributes: 1) at least periodically,
the land supports predominantly hydrophytes; 2) the substrate is predominantly undrained hydric soil; and 3) the substrate
is nonsoil and is saturated with water or covered by shallow water at some time during the growing season of each year.
Riparian Definition and Classification The term “riparian” may be viewed from different perspectives, and has many definitions.
In 1997, the western Regions of the Service developed a classification system to identify riparian areas that fell outside
of the Cowardin et al. (1979) system. Since that time, “A System for Mapping Riparian Areas in the Western United States” (USFWS 2009)
has also been adopted by the Service and is a national standard for riparian mapping, monitoring and data reporting as determined by the Federal Geographic Data Committee.
The definition is indicated below: Riparian areas are plant communities contiguous to and affected by surface and subsurface hydrologic
features of perennial or intermittent lotic and lentic water bodies (rivers, streams, lakes, or drainage ways). Riparian areas have one or both of the following characteristics:
				 1) distinctly different vegetative species than adjacent areas, and 2) species similar to adjacent areas but exhibiting more vigorous or
robust growth forms. Riparian areas are usually transitional between wetland and upland. Links to on-line Classification system information:
				 http://www.fws.gov/Wetlands/_documents/gNSDI/ClassificationWetlandsDeepwaterHabitatsUS.pdf http://www.fws.gov/Wetlands/_documents/gOther/SystemMappingRiparianAreasWesternUS2009.pdf
Linework of the extent delineations were digitally adjusted to reflect the condition of the 2009 imagery. Habitat Extents Include:
				 • All natural wetland and riparian vegetation, based on the extent delineations from the previous study.
				 • Disturbed areas within the original extents, such as washed out areas, sparsely vegetated areas, or areas of undetermined land use.
These areas could potentially regenerate or be restored. • All riverine features (open water, sand bars, etc…).
				 • Lakes, impoundments, and other open water features that were supporting wetland vegetation or were identified by the extent definition
(as with some large reservoirs). Habitat Extents Exclude: • Permanent man-impacted areas such as agriculture, urban, and industrial development or infrastructure.
				 • Lakes, impoundments, and other open water features that were not supporting wetland vegetation. These included mostly controlled industrial and agricultural open water features.
There were instances where large/significant wetland/riparian features, adjacent to, but outside the floodplain were identified as potential habitat.
These were hydrologically connected to the main floodplain features, and delineated as such (connected with linework).
Data Disclaimer: There is a margin of error inherent in the use of aerial imagery. Age, scale and emulsion of the imagery, as well as seasonal and climatic variations at the time of
imagery acquisition may affect the way in which habitats are identified. NOTE: In some instances, extent polygons could vary in shape compared with existing NWI data.
This is due to the following reasons; • NWI data may have been collected at an earlier date, or under different seasonal/climatic conditions.
				 • For NWI data, wetland and riparian habitats with less than 30% vegetative coverage may not be identified or may be classified as a non-vegetated wetland.
Extent polygons may identify vegetated areas with less than 30% vegetative coverage.</procdesc>
