First, we (U.S. Fish and Wildlife Service biologists) identified the locations of Sidalcea keckii populations by overlaying spatial data from the 2001 California Natural Diversity Database (CNDDB) onto DRG’s (digital raster graphs). In the case of the Piedra population, where S. keckii grew in more than one patch, we also mapped the locations and approximate dimensions of the patches by manually copying them to a shapefile from a paper map provided by the Sierra Foothill Conservancy (SFC). (See 67 FR at 41673 for information on the SFC map and on all other references). We based initial critical habitat boundaries on the soil type boundaries at each population location, (SSURGO, NRCS 2001, scale 1:24,000). At the Mine Hill site, where the presence of S. keckii could not be explained by soil type alone, we further restricted critical habitat boundaries to the same combination of soil type and underlying rock (CDC 2000, scale 1:100,000) as the resident population. We then further restricted all critical habitat boundaries to relatively open annual grasslands based on discussions with local experts, DRGs, vegetation data, and digital overlays of satellite photography (SPOT 2001).
