        <procdesc>We considered several quantitative and qualitative criteria in the selection and proposal of specific areas or units for San Bernardino kangaroo rat critical habitat. These criteria primarily focused on: (1) lands considered to be occupied: lands within identified major population areas with confirmed recent (since 1985) San Bernardino kangaroo rat locations and that contain essential habitat complexes, and (2) lands not known to be occupied that contain confirmed historic San Bernardino kangaroo rat locations or essential habitat, and are contiguous with occupied lands. Critical habitat for the San Bernardino kangaroo rat was delineated based on interpretationof multiple data sources available during the preparation of this rule, including confirmed San Bernardino kangaroo rat observation and collection records, one-meter digital orthorectified quadrangle (DOQ) aerial photography at 1:24,000 scale (comparable to the scale of a 7.5 minute U.S. Geological Survey topographic quadrangle map) acquired during 2001, boundaries of approved habitat conservation plans (HCP), updated classified vegetation maps, and projects authorized for take through section 7 consultations. These lands define specific map units, i.e. Critical Habitat Units. For the purpose of this determination these Critical Habitat Units have been described using Universal Transverse Mercator (UTM) North American Datum of 1927 (NAD27) coordinates derived from a digitized line using the DOQ as a backdrop. In most cases, habitat boundaries were identified on the DOQ by levee, urban edge, highway, agricultural field, and vegetation type. In defining critical habitat boundaries, we made an effort to avoid: (1) developed lands such as towns and agricultural fields, (2) other non-habitat lands that do not contain one or more primary constituent elements of San Bernardino kangaroo rat habitat, (3) non-essential habitat lands that may contain San Bernardino kangaroo rat habitat features, but are too isolated or fragmented to provide for long-term conservation of populations. The minimum mapping unit used to approximate our delineation of critical habitat for the San Bernardino kangaroo rat is at a higher resolution than recommended by National Map Accuracy Standards but should not suggest an increased accuracy in our mapping the designated critical habitat boundaries. Existing features and structures within the boundaries of the mapped units, such as buildings, portions of paved or improved roads, aquaducts, railroads, other paved areas, lawns, and other urban landscaped areas do not contain the primary constituent elements for San Bernardino kangaroo rat. Federal actions limited to those areas, therefore, would not trigger a section 7 consultation, unless they affect the species and/or primary constituent elements in adjacent critical habitat. Initial polygons were created using the process described above. Edits based on staff biological input to include essential habitat and eliminate non-habitat areas, and to eliminate as much urban and agriculture as visually possible within or adjacent to the target area was completed in this release. Polygon edits were accomplished using heads-up digitizing from 2001, 1:24,000 scale, 1-meter resolution DOQs.</procdesc>
