Critical habitat boundaries were based on polygons created by the California Department of Fish and Game for the Sierra Nevada Bighorn Sheep Recovery Plan (Recovery Plan). Polygons developed for the Recovery Plan reflect modeled summer and winter foraging, resting and movement habitats. For this rule we included 12 of the 16 areas identified through the Recovery Plan's modeling process. These 12 units were edited using the "generalize" command (2 meter maximum allowable offset) to reduce the number of vertices defining the polygon.
