Those units were created using the steps described below. This Final critical habitat consists only of Unit 3. We have determined that the benefits of exclusion outweigh the benefits of inclusion for previously Proposed critical habitat contained within lands managed under the Western Riverside County Multiple Species Habitat Conservation Plan, the Rancho Bella Vista Habitat Conservation Plan, and the Southwestern Riverside Multi-species Reserve Cooperative Management Agreement. Therefore, the Secretary is exercising his discretion under section 4(b)(2) of the Act to exclude Units 1, 2, 4, and 5 of Proposed critical habitat for Allium munzii. ---Steps in Proposed critical habitat creation include: 1)Buffered 2005-2011 Western Riverside County Regional Conservation Authority(WRCRCA) and 2010 Rancho Santa Ana Botanical Garden (RSABG) (Unit 3 only) point occurrence data with a 56-meter radius. 2)Combined: a-buffered point data. b-“specific area” and “80-meters” polygons in the California Dept. of Fish and Game's California Natural Diversity Database (CNDDB) data (using confirmed occurrences). c-clay soil polygons associated with occurrences (Altamont, Auld, Bosanko, and Porterville clays). 3)Removed (or did not include initially) developed areas or unsuitable habitat using USDA NAIP 2010 (NAIP) aerial photography. 4)Unit 2A, Temescal Valley: Unit boundaries were drawn using data from Helix Environmental Planning, Inc. (Helix) report, clay soils, and NAIP aerial photography. Cross-validated our interpretation from NAIP using Google Earth imagery. 5)Unit 4B, South Perris/Bachelor Mountain: Digitized graphic occurrence points from map in Rancho Bella Vista Comprehensive Environmental Management Plan from project file in file room. Unit boundaries drawn based on those points, 450-meter contour line, and NAIP aerial photography. Cross-validated our interpratation from NAIP using Google Earth imagery.
