        <procdesc>PROPOSED CRITICAL HABITAT. U.S. Fish and Wildlife Service biologists identified proposed critical habitat areas using spatial data layers provided by the State of California Natural Heritage Program's Natural Diversity Data Base (CNDDB, 2006), USGS (10 meter DEM), Natural Resources Conservation Service (Soil Survey Geographic databases, U.S. Department of Agriculture [USDA] 1998-2001), the County of Monerey Assessor's Office (Cadastral and Assessor Roll data - 1st Quarter, 2006), the National Agricultural Imagery Program (2005 Monterey County image mosaic), and Yadon's piperia distribution data from private organizations and individuals. Two methods were used to identify proposed critical habitat boundaries; one method was applied to the species' range where the species occurs on ridges supporting maritime chaparral, a second method was employed where the species occurs in Monterey pine forest on the Monterey Peninsula. Method 1 - Step 1: Occurrence records for extant populations of Yadon's piperia were overlain on data depicting soil types (NRCS SURSGO data), the distribution of maritime chaparral (Van Dyke, 2003), and elevation contours. Inital critical habitat polygon boundaries were drawn by selecting soil polygons overlapped by Yadon's piperia occurrence records (polygons) and then by intersecting the selected soils polygons with the mapped distribution of maritime chaparral. A subset of the resulting polygons was then derived by selecting those polygons that intersected Yadon's piperia occurrence records. Step 2. To include the topographic distribution of Yadon's piperia occurrences, we manually digitized the tops of ridges in areas identified in the preceeding process. This digitizing process was restricted to those ridges actually supporting extant populations of Yadon's piperia. The resulting line feature was buffered by 150 meters to capture the rounded, low-relief (in cross section) tops of the ridges occupied by Yadon's piperia. Step 3. Polygons created in step 2 were overlain on NAIP imagery and manually edited to remove existing development, roads, and contiguous areas under cultivation. Step 4. Polygons from step 3 were overlain on County of Monterey cadastral data. With the exception of land owned by private conservation organizations, areas in private ownership were removed from interim crtical habitat unless the land in question was occupied by Yadon's piperia or provided linkage between adjacent populations of the plant. Method 2: On the Monterey Penisula, proposed critical habitat boundaries are based on Yadon's piperia occurrence data (Pebble Beach Company 2003, 2006), existing reserve areas (Del Monte Forest Association identified in Monterey County Cadastral data, 2006), and reserve areas proposed by Pebble Beach Company in their current (2006) development proposals (Pebble Beach Company polygon data, 2006). Proposed development areas (Pebble Beach Company polygon data, 2006) supporting populations of Yadon's piperia were removed from intial critical habitat. Developed areas and roads within existing and proposed reserve areas also were removed from critical habitat if such areas lay on the periphery of a polygon. FINAL CRITICAL HABITAT. May 2, 2007. Manually edited subunits 6a, 6c, and 6e so boundaries conform to Pebble Beach Company proposed development boundaries. The northeasternmost extension (along Congress Rd.) of subunit 6a was removed after VFWO staff evaluated the site and deemed it unsuitable habitat. May 22, 2007. Additional edits to Unit 6b and 6c to conform to Pebble Beach Company proposed development boundaries. Removed road along northern and southern edge of 6b. Removed areas Pebble Beach Co. includes in golf course on southern margin of 6c. September 6, 2007. Additional edits to Unit 6a and 6c to conform to Pebble Beach Company proposed development boundaries and to remove from unit 6a proposed development on R.L. Stevenson School. Edits to Units 4a and 4b to conform more closely to Pebble Beach Company proposed development plans.</procdesc>
