        <procdesc>The creation of the Astragalus lentiginosus var. coachellae (Coachella Valley milk-vetch, (ASLECO)) Final Revised Critical habitat was completed by the US Fish and Wildlife Service - Carlsbad, California ES Office GIS staff using the following: The process consisted of using the prior August 25, 2011 revised proposed critical habitat essential habitat data as a base and then applying additional landscape parameters to capture the 2013 resulting habitat design. The entire habitat designation process originated based on the 2004 proposed efforts. The base 2004 proposed critical habitat process consisted of considering the primary and non-primary feeder drainages within selected hydrologic basins depicted in the USGS report cited in the rule. To do this the GIS staff used ESRI ArcView software with USGS 1997 1-meter resolution color infrared and AirPhoto USA 2003 1-meter resolution true color aerial photography as a base. Using the image base and hydrologic basins as digital extent, the primary feeders were manual digitized within visual reason at a visual scale of 1:2500-1:8000. Drainages were captured to the headwaters when possible. Non-primary drainages were captured when they exhibited signs of past flow or sedimentation processes and were of reasonable visual detection. Once drainages were digitally captured the product was converted to ESRI ArcInfo coverages for additional editing and processing. The data was further combined with polygons of source and suitable habitat categories and then combined with ownership and CV Preferred Alternative Reserve design data. Specific classes were excluded based on source and others were selected based on suitable habitat class. The selected data was further processed through the CFWO Critical habitat legal description process operation. The resulting Critical Habitat designation process resulted in a legally defensible record. It should be noted that we used updated CVAG 2005 ownership information to clean up and redefine polygon boundaries. For the 2011 proposed revision effort, we used the 2004 proposed essential habitat as the initial habitat base and examined additional geomorphological parameters to determine the extent of the fluvial sand transport system essential for the conservation of A. lentiginosus var. coachellae, such as the overall 10 percent (10%) slope line. The slope line was created using ArcGIS 9.3.1 software application that extracted the 10 percent slope from the 30 meter digital elevation model for the Coachella Valley, dissolving small landscape undulations within that upper limit, and smoothing the resultant line using a 200 meter maximum offset from the point of inflection. The 10 percent slope line was used as a guide in delineating sand transport areas (primary drainages where ground slope is less than 10%). Portions of drainages where ground slope is equal to or greater than 10% were considered sand source areas and therefore removed from the proposal. All portions of non-primary drainages were also removed. Portions of the drainages where slope is less than 10%, but which have been found to not contribute sand to A. lentiginosus var. coachellae habitat (per Griffiths et al. 2002) were also removed. In addition to geomorphological factors influencing the fluvial sand transport system, we included known taxon location distribution, the Coachella Valley Association of Governments 2007 Multiple Species Conservation Plan (Coachella Valley MSHCP/NCCP) Conservation Areas, suitable habitat as defined by the A. lentiginosus var. coachellae habitat model of 2007, 2009 general ownership, the Bureau of Indian Affair's 2008 land status data, and County of Riverside April 2011 parcels. Edits and corrections were made using ESRI server I3 Prime World 2D 2009 Aerials Express imagery at 0.3m resolution and validated against USDA NAIP 2010 1m imagery. As in 2005, we removed areas covered by the Coachella Valley MSHCP/NCCP that fell outside of the conservation areas defined by the plan, because analyses conducted for the Plan concluded that lands inside of the conservation areas were most important for conservation of the taxon. Areas of suitable habitat that have been permanently cut off from the aeolian sand transport system (shielded sand dunes/fields) were also removed both in 2005 and 2011, because these areas are not expected to support suitable habitat in perpetuity. For the 2013 final revised effort, we used the 2011 revised proposed essential habitat as the initial habitat base and removed areas covered under the Coachella Valley MSHCP/NCCP, owned by the Morongo Band of Mission Indians, or owned by the Agua Caliente Band of Cahuilla Indians (we determined that the benefits of excluding these areas outweighed the benefits of including them in the final designation). In this process we combined the 2011 effort with the Coachella Valley Association of Government (CVAG) general ownership, the Bureau of Indian Affair's 2011 land status, 2011 Aqua Caliente Indian Reservation land status, 2010 Morongo Tribal Indian Reservation land status, and County of Riverside April 2012 parcels. Using these data and methods, FWS staff was able to capture both unoccupied fluvial sand transport areas and occupied depositional habitat, which together constitute critical habitat for the taxon.
