The purpose of this sensitive site layer is to provide knowledge to spill responders of the location of sensitive sites in order to protect them during a spill response.
The data was created by reviewing the information contained in the Site Summaries. If the Site Summary contained a latitude/longitude of the location, the ArcView Geotools extension was used to create the point shp file. If the coordinate was not know, the tool was used to identify the coordinate by selecting the location from a georeferenced USGS quad map. The extents were identified from the Site Summary and each extents was copied from the 24K Coast shp file or from the Delta Shp file. The Xtools extension was used to cut and copy each segment to the extents shp file.

This project created 2 shp files for the 6 Area Contingency Plans (ACP) within the State of California. The ACPs identify locations which are sensitive to an oil spill. Area 1 ACP is for the North Coast and includes Del Norte, Humboldt and Mendocino counties. The sites were designated by the Area Committee including Joe Lesh DFG area field biologist. Area 2 ACP for San Francisco Bay and Delta incluses Sonoma, Marin, San Francisco, San Mateo, Napa, Yolo, Solano, Sacramento, San Joaquin, Contra Costa, Alameda and Santa Clara counties. The sites were designated the Area Committee including John Tarpley for the coastal sites, and Jim Hardwick, and Jim Rasmussan DFG area field biologist for the bay and delta. Area 3 ACP for Central Coast includes Santa Cruz, and Monterey counties. The sites were designated by the Area Committee including Larry Espinosa DFG area field biologist. Area 4 ACP for Southern Coast includes San Luis Obispo, Santa Barbara and Ventura counties. Sites were designated by the Area Committee including Melissa Boggs for San Luis Obispo and Ken Wilson and and Heidi Togstad DFG area field biologists for Santa Barbara and Ventura counties. Area 5 ACP for Southern Coast includes Los Angeles, and Orange counties. The sites were designated by the Area Committee including John Grant DFG area field biologist. Area 6 ACP for Southern Coast includes San Diego county. The sites were designated by the Area Committee including Robin Lewis DFG area field biologist.

The site coordinates, if provided in the Area Contigency Plans, were compared to the site on the georeferenced USGS quad maps (DRG24). If the coordinates were not included the the area contingency plan, the coordinate was extracted from the USS quad in ArcView using the "Return Geographic Latitude/Longitude of User Clickpoint" tool included with DFG Geotools (v2.0.5). This is an ArcView extension created by the California Department of Fish and Game, Information Technology Branch GIS Unit. Each site location was reviewed, comparing features on the USGS quad to the site description within the plan and to the Potential Site Protection Strategy Diagram included with each sensitive site.
