Delineate the Pacific Ocean as an Environmentally and Ecologically Sensitive Area in the Coastal Zone (EESACZ) in regards to AB 864, for the Office of the State Fire Marshal Pipeline Safety Division.
OSPR GIS Unit (J. Muskat), extracted the CA Coastline derived from USGS 100k DLG data, and the Exclusive Economic Zone (EEZ) maritime boundary for the U.S. West Coast downloaded in 8/2005 from the NOAA/NOS/Office of Coast Survey website:

then converted the two layers to a polygon using the editor toolbar in ArcGIS 10.4.1 for Desktop. Also incoporated in this is polygon is data from the California Natural Diversity Database (CNDDB):
