Delineation of USCG Marine / USEPA Inland Jurisdiction for spill response.

On April 18th 2019, a USCG/EPA meeting took place to ensure that the USCG/EPA jurisdiction line is consistent between the Area Contingency Plan (5) LA/LB and the Regional Contingency Plan. Specifically an area of the Bolsa Chica Ecological Preserve was discussed. Below is a determination contained in an excerpt from the USCG/EPA meeting minutes.
"What can be gathered anecdotally is that back around 2010 there was a release and a response in that location. It is thought that EPA FOSC in consultation with USCG Sector LA/LB staff discussed a change to the jurisdictional boundaries in this location such that this area, which had previously been in USCG jurisdiction, would instead come under EPA jurisdiction. No participant of this meeting had any recollection of this change other than second hand discussions or could provide any documentation.
It was the decision of the Co-Chair that this wetlands area be under USCG (coastal) jurisdiction and that decision will be documented in both the RCP and LA/LB ACP (5).
Additionally, the Co-Chairs agreed that a review of the EPA/USCG jurisdictional boundaries along the California coastline will be undertaken at the July 2019 Regional Response Team IX meeting."

Supplemental_Information Procedures_Used This coverage was developed using ArcView 3.2a application and the 1:24,000 Digital Raster Graphics (DRG) for California, based upon the boundary description supplied at the end of this section. Approximately 182 DRG's contained the Jurisdictional Boundary described in the "Annex of the Region 9 Mainland Regional Contingency Plan". Forty (40) of the DRGs are in a dense urban area, the remaining DRGs are in less populated areas. Steps used to create the dataset. --------------------------------- 1. A new line theme was created in ArcView. 2. The line theme was developed using heads-up or screen digitizing, arcs were created by overlaying the Major Highways, Railroads, State Park Boundaries, International Border, and other named roads in the text description. 3. The new line theme was saved as an ArcView Shapefile. 4. The ArcInfo SHAPEARC command was used to convert the shape file to an ARC/Info coverage. 5. The BUILD for line command was then implemented to identify errors in the coverage. 6. Dangle and node errors were corrected using ArcEdit with node snap tolerance set to 0.5 meters. 7.
