Description

Delineation of USCG Marine / USEPA Inland Jurisdiction for spill response.

Sector LA/LB Note: On April 18th 2019, a USCG/EPA meeting took place to ensure that the USCG/EPA jurisdiction line is consistent between the Area Contingency Plan (5) LA/LB and the Regional Contingency Plan. Specifically an area of the Bolsa Chica Ecological Preserve was discussed. Below is a determination contained in an excerpt from the USCG/EPA meeting minutes.

"What can be gathered anecdotally is that back around 2010 there was a release and a response in that location. It is thought that EPA FOSC in consultation with USCG Sector LA/LB staff discussed a change to the jurisdictional boundaries in this location such that this area, which had previously been in USCG jurisdiction, would instead come under EPA jurisdiction. No participant of this meeting had any recollection of this change other than second hand discussions or could provide any documentation. It was the decision of the Co-Chair that this wetlands area be under USCG (coastal) jurisdiction and that decision will be documented in both the RCP and LA/LB ACP (5). Additionally, the Co-Chairs agreed that a review of the EPA/USCG jurisdictional boundaries along the California coastline will be undertaken at the July 2019 Regional Response Team IX meeting."

Please refer questions to USCG and EPA RRT 9 Co-Chairs.

----------------------------- Original Metadata ----------------------------------- U.S. Environmental Protection Agency Metadata for USCG_EPA US Coast Guard/EPA Emergency Response Team Jurisdictional Boundary Table of Contents Identification_Information Abstract Purpose Supplemental Information Data_Quality_Information Spatial_Data_Organization_Information Entity_and_Attribute_Information Detailed Description Overview Distribution_Information Metadata_Reference_Section How to order Identification_Information Citation_Information Originator: US EPA Region 9 Publication_Date: 12/2000 Title: US Coast Guard/EPA Emergency Response Team Jurisdictional Boundary Edition: Version 1 Description Abstract This line coverage represents the United States Coast Guard(USCG)/Environmental Protection Agency, Region 9 Geographic/Jurisdictional Boundary located in California. The boundary was determined from the text description provided in the U.S. Environmental Protection Agency Region 9 Mainland Regional Contingency Plan date March 17, 1994. The boundary generally follows major and minor roads, railroads, a State Beach Boundary, a State Park Boundary, and the International Border. Purpose The purpose of this annex is to describe the USCG/EPA boundaries between coastal areas and inland zones for the purpose of providing On-Scene Coordinators (OSC) in Region 9 Mainland. The Coast Guard furnishes the OSC for the coastal zone and the EPA for the inland zone. In California, the dividing line between the coastal and inland zones generally follows the coast highway. The dividing line deviates from the coast highway in most urban areas to other thoroughfares bordering the immediate coastline. For all designated boundaries the USCG shall provide the OSC for all areas toward the westerly or ocean side and the EPA shall provide the OSC for areas toward the easterly or inland side. For areas where boundaries are designated by either highways or railroad tracks, the roadbed or railway right-of-way shall be the responsibility of the cognizant EPA OSC. Supplemental_Information Procedures_Used This coverage was developed using ArcView 3.2a application and the 1:24,000 Digital Raster Graphics (DRG) for California, based upon the boundary description supplied at the end of this section. Approximately 182 DRG's contained the Jurisdictional Boundary described in the "Annex of the Region 9 Mainland Regional Contingency Plan". Forty (40) of the DRGs are in a dense urban area, the remaining DRGs are in less populated areas. Steps used to create the dataset. --------------------------------- 1. A new line theme was created in ArcView. 2. The line theme was developed using heads-up or screen digitizing, arcs were created by overlaying the Major Highways, Railroads, State Park Boundaries, International Border, and other named roads in the text description. 3. The new line theme was saved as an ArcView Shapefile. 4. The ArcInfo SHAPEARC command was used to convert the shape file to an ARC/Info coverage. 5. The BUILD for line command was then implemented to identify errors in the coverage. 6. Dangle and node errors were corrected using ArcEdit with node snap tolerance set to 0.5 meters. 7. The CLEAN command was used next to complete the editing process. Boundary Description -------------------- COMMANDING OFFICER MARINE SAFETY OFFICE SAN DIEGO/U.S. EPA BOUNDARY II.A. I Description. Description
Abstract

This line coverage represents the United States Coast Guard(USCG)/Environmental
Protection Agency, Region 9 Geographic/Jurisdictional Boundary located
in California. The boundary was determined from the text description
provided in the U.S. Environmental Protection Agency Region 9 Mainland
Regional Contingency Plan date March 17, 1994. The boundary generally
follows major and minor roads, railroads, a State Beach Boundary, a State
Park Boundary, and the International Border.

Purpose

The purpose of this annex is to describe the USCG/EPA boundaries between
coastal areas and inland zones for the purpose of providing On-Scene
Coordinators (OSC) in Region 9 Mainland.
The Coast Guard furnishes the OSC for the coastal zone and the EPA for the
inland zone. In California, the dividing line between the coastal and
inland zones generally follows the coast highway. The dividing line
deviates from the coast highway in most urban areas to other
    thoroughfares bordering the immediate coastline.

For all designated boundaries the USCG shall provide the OSC for all areas
toward the westerly or ocean side and the EPA shall provide the OSC for
areas toward the easterly or inland side.

For areas where boundaries are designated by either highways or railroad
tracks, the roadbed or railway right-of-way shall be the responsibility

This coverage was developed using ArcView 3.2a application and the 1:24,000
Digital Raster Graphics (DRG) for California, based upon the boundary
description supplied at the end of this section.

Approximately 182 DRG's contained the Jurisdictional Boundary
described in the "Annex of the Region 9 Mainland Regional Contingency Plan".
Forty (40) of the DRGs are in a dense urban area, the remaining DRGs are in
    less populated areas.

Steps used to create the dataset.
    ---------------------------------
    1. A new line theme was created in ArcView.
    2. The line theme was developed using heads-up or screen digitizing,
arcs were created by overlaying the Major Highways, Railroads,
State Park Boundaries, International Border, and other named roads
            in the text description.
    3. The new line theme was saved as an ArcView Shapefile.
    4. The ArcInfo SHAPEARC command was used to convert the shape file to
             an ARC/Info coverage.
    5. The BUILD for line command was then implemented to identify errors in
            the coverage.
    6. Dangle and node errors were corrected using ArcEdit with node snap
            tolerance set to 0.5 meters.
    7. The CLEAN command was used next to complete the editing process.
